What is a progress billing
A progress billing is the periodic document a contractor uses to bill the work actually executed during a period. Each line item in the schedule of values is measured for its real progress, multiplied by the contract unit price, and the sum of every line item is the amount billed for the period. That period is usually every two weeks or monthly, depending on the contract, and it sets the pace at which money flows into the job.
It is worth not confusing it with two things it resembles. It is not the construction budget, which is the total valuation of the project before work begins; nor is it the up-front cost estimate prepared to bid the job. In a progress billing the project is already being built: it is a cut of physical progress converted into financial progress, taken at a point on the schedule and valued at the prices that were signed into the contract. That is why its basis for calculation is not negotiated on the fly — it is the contract unit prices, no more and no less.
The billing works as a double control point. On the technical side, it forces field measurement of how much was really executed, which keeps the job from advancing blind. On the financial side, it is the mechanism the contractor uses to recover what was spent on materials, labor, and equipment in order to keep going. A project is financed, in large part, by the money that comes in through its billings; if they fall behind, cash flow breaks and the problem stops being paperwork and becomes a cash problem.
Everything billed must be provable. That is why each line item is backed by the measurement worksheet and supported by the construction log, where the instructions, authorizations, and events that justify the work are recorded. Billing, measurement worksheet, and construction log form a single file: if one fails, the payment becomes arguable.
Types of progress billing
Not all billings are the same. Although the most common is the one for work executed, several forms show up over the life of a project, and they are calculated and backed differently. Knowing them keeps you from presenting as "ordinary work" something that actually requires different treatment and a different authorization.
- Billing for work executed (standard): the most frequent. It bills the period's progress on line items already in the contract's schedule of values, at their agreed unit prices.
- Cost-adjustment (price-escalation) billing: it recognizes the rise in material prices due to inflation during the project, using the procedure and indices the contract sets out. It does not bill new quantities — it bills the cost difference on work already executed.
- Extra or additional-work billing: it bills work that was not in the original schedule of values, or quantities beyond what was foreseen. It requires extra (out-of-schedule) prices authorized by the owner's representative or the agency before the work is executed.
- Final (closeout) billing: the last of the contract. It settles accounts, bills the outstanding balances, and sets the stage for releasing retention and bonds once obligations are met.
The measurement worksheet: the backup for the billing
The measurement worksheet is the detailed calculation of the quantities executed for each line item during the period: measurements, sketches, gridlines, levels, and the arithmetic that justifies the volume being billed. It is the proof that those square feet of wall or those cubic yards of concrete were actually built, and that the quantity shown on the cover sheet of the billing was not a guess.
Without valid, signed worksheets, the owner's site supervision can reject or adjust the billing. That is why the worksheet is taken in the field, tied to the design and the construction log, and kept on file: it is what makes it possible to review and audit the payment later, even years afterward. A good worksheet is reproducible: anyone with the drawing and the measurements in hand should arrive at the same number.
The discipline of the worksheet also protects the contractor. When the actual quantity executed differs from what the schedule of values carried —because the design changed, because there was an unforeseen condition, or because the drawing had an error— the worksheet is what documents that difference and opens the door to billing it as extra or additional work. Without that backup, the difference is simply lost.
- Clear identification of the line item and its schedule-of-values code, with its unit of measure.
- The field measurements with their dimensions: length, width, height, thickness, number of pieces.
- Dimensioned sketches or diagrams that locate the work by gridline, level, or work face.
- The arithmetic shown in full, not just the final result.
- A reference to the drawing, the log entry, or the change order that gives rise to it.
- The signature of whoever prepares it and whoever reviews it for the supervision.
What goes into a billing package
A billing is not a single sheet: it is a documentation package submitted complete for review and payment. The cover sheet, with the summary of line items and amounts, is just the front page; what holds up the payment is the backup that comes with it. Submitting an incomplete package is the most common reason a billing gets returned.
Although the detail varies between private and public work, a well-assembled package usually includes these elements. Having them organized and consistent with one another speeds up approval and reduces the supervision's comments.
- Cover sheet or summary: line items, period quantities, unit prices, amounts, and the net calculation (advance recovery, retention, and adjustments).
- Measurement worksheets for each line item billed in the period.
- Sketches, as-built drawings, or diagrams that locate what was executed.
- A dated photographic report of the progress.
- Laboratory and quality-control test results when the line item requires them (concrete strength, compaction, etc.).
- A reference to the construction-log entries that authorize or back up what is billed.
- The corresponding invoice, once the billing is approved.
How to calculate the net amount payable, step by step
The amount actually deposited is not the gross figure of the billing. From the gross amount you subtract the advance recovery and the retention, and only then are you left with the net amount payable. This is a point where many new contractors get confused: they value a significant amount of progress and expect to receive it in full, without accounting for the fact that part of it was already advanced to them and another part is held back as a guarantee.
The order and the basis of the deductions matter. As a general rule, both the advance recovery and the retention are calculated by applying their percentage to the period's gross amount, not to the net and not on a cumulative basis. Additional adjustments —price escalation in your favor, liquidated damages, or deductions against you— are added or subtracted at the end, before arriving at the figure that gets paid.
The following procedure sums up the calculation. It is worth keeping it identical on every billing so the supervision can review it quickly and so the contractor can project cash flow with certainty.
- 1Value the period's progress (gross amount)
Multiply the quantity executed for each line item (per the measurement worksheet) by its contract unit price and add up every line item. That total is the gross amount of the billing.
- 2Subtract the advance recovery
Apply to the gross amount the same advance percentage you received. If you were given a 30% advance, each billing recovers 30% of the gross amount, until the entire advance is recovered by the end of the project.
- 3Subtract the retention
Deduct the agreed retention percentage (often 5%) on the gross amount. That money is not lost: it accumulates as a guarantee and is released at final settlement or against a bond.
- 4Apply other adjustments and get the net
Add or subtract any applicable adjustments (price escalation in your favor, liquidated damages, or deductions against you) and arrive at the net amount payable. The tax treatment —the invoice and any sales or use tax— is calculated separately, on the value of the work, under the rules that apply in your jurisdiction.
Illustrative numeric example
The figures below are a hypothetical example meant to show the calculation, not market data or reference prices. The unit prices were deliberately chosen as round numbers so the math can be followed by hand; on a real project they would come from the contract's unit-price analysis.
Picture the monthly billing for an apartment building. During the period, four line items were executed, which valued at their contract prices give the gross amount:
- Ready-mix concrete (4,000 psi) in slab: 100 yd³ × $2,400 = $240,000
- Reinforcing steel (rebar): 15,000 lb × $14 = $210,000
- Slab formwork: 7,000 sq ft × $30 = $210,000
- Masonry wall (CMU): 8,500 sq ft × $40 = $340,000
- Gross amount for the period = $240,000 + $210,000 + $210,000 + $340,000 = $1,000,000
From gross to net in the example
The deductions are applied to that gross amount of $1,000,000. Suppose the contract had a 30% advance and carries 5% retention, and that in this period there was no price escalation and no penalties.
Advance recovery: 30% × $1,000,000 = $300,000. Retention: 5% × $1,000,000 = $50,000. Net amount payable = $1,000,000 − $300,000 − $50,000 = $650,000.
In plain terms: out of a million dollars of progress, the contractor receives $650,000 for that period. The $300,000 is deducted because it was already advanced up front (and this is how it gets paid back little by little), and the $50,000 is held as a guarantee until final settlement. If, on top of that, there were an $8,000 deduction for a quantity not accepted in review, the net would drop to $642,000. The invoice is issued on the value of the work and any applicable tax is calculated on it; that tax calculation is independent of the advance recovery and the retention, which only affect how much cash comes into the account during the period.
Advance, advance recovery, and retention: what each one is for
These three concepts get mixed up all the time because they live in the same billing, but they serve different purposes and come from different pockets. Separating them clearly is what makes it possible to understand why the net is lower than the gross without feeling that you are being over-deducted.
- Advance payment: money the agency or client hands over at the start (for example 30%) to get the project going, buy materials, and mobilize. It is usually backed by an advance-payment bond for the same amount.
- Advance recovery: the mechanism for paying that advance back little by little. Each billing deducts the same percentage of the gross amount, so that by the end of the project the advance is fully recovered. It is not a new charge — it is the return of money already received.
- Retention (also called retainage): a percentage held from each billing (commonly 5%) as a guarantee that the work will be properly executed. It is released at final settlement or replaced by a defects-liability bond.
- The most costly confusion is treating advance recovery and retention as the same thing: advance recovery pays back money you were already given; retention holds money that is genuinely yours, only released later. At contract close, the advance should be back to zero and the retention should be returned in full.
From billing to payment: invoicing, taxes, and cash flow
The billing does not end when it is approved: it is the trigger for invoicing and collection. Once the supervision approves the amount, the contractor issues the invoice for the value of the work and the client proceeds to pay within the agreed term. This is where the billing stops being a technical exercise and turns into real cash flow.
The tax treatment is calculated on the value of the work under the rules that apply in your jurisdiction. Sales, use, or value-added tax may apply depending on the type of project and where it is built, and construction often has particular treatments —exemptions or special rates for certain residential work, for example— that have to be checked case by case. That tax calculation is independent of the advance recovery and the retention: those two affect how much money you receive in the period, not the taxable base of the work executed.
That is why it pays to project cash flow with the right figure. A financially healthy project plans its purchases and its payroll against the net it is going to receive, not against the gross it values. Underestimating the effect of the advance and the retention is one of the reasons a contractor with an active job and high billing can still run out of cash. A well-calculated billing is, at bottom, a financial-planning tool as much as a collection one.
Common mistakes when billing (and how to avoid them)
Almost all the problems with a billing are not in the arithmetic but in the backup and in the discipline with which it is assembled. These are the oversights that most often get a billing returned or leave money on the table:
- Billing more progress than was actually executed: it inflates the gross today but gets corrected (downward) in the next billing or at closeout, and it erodes the supervision's trust.
- Submitting incomplete or unsigned worksheets: it is the number-one cause of rejection; without backup, there is no payment.
- Executing extra work without prior price authorization: if the price was not approved beforehand, billing it afterward becomes an uphill negotiation.
- Forgetting to apply price escalation in your favor when the contract allows it: it is money you are owed and that gets lost by not documenting the indices on time.
- Calculating advance recovery or retention on the wrong basis (on the net, or on a cumulative basis) instead of the period's gross amount.
- Not tying each line item to its log entry: when a dispute arises, what is not recorded is hard to defend.
- Submitting the billing outside the agreed cutoff: it breaks the review rhythm and delays the entire payment cycle.
Progress billings on public works
On public works the process is governed by public works and procurement regulations. The contractor submits the billing with its measurement worksheets; the owner's site supervision reviews it, approves it, or returns it for correction, and once approved the agency must pay it within the term set by the regulations and the contract, counted from its approval. That circuit —submit, review, approve, pay— is the administrative heart of any public-works contract.
Billings must be recorded and backed in the construction log, which today is often an electronic construction log. The link between billing and log is direct: authorizations of extra work, change orders, and the conditions that justify a price escalation or a time extension are recorded in the log, and that record is what supports what is later billed.
For the contractor, mastering this process is not bureaucracy: it is what protects the right to be paid in full and on time. Submitting complete worksheets, tied to the contract and well supported, within the agreed cutoff and backed by the log, is what prevents rejections, adjustments, and delays. On public works, a well-assembled billing gets paid; a poorly assembled one turns into a dispute that can take months to resolve.
